Are live outputs or recordings delivered in 4K?

Two different files, two different answers. The live programme is 1080p on every tier: the switcher and encoder rack is built around dependable HD, and that is what your audience watches in real time. The recorded master you keep is a separate file, cut from the 4K cameras on the rig — Core is delivered as a 1080p H.264 master, Plus and Pro as a 4K H.265 master.

What's the difference between this and a webinar?

Livestream Production is the broader format — performance, interview, presentation, anything streamed live in a polished multi-camera setup. Webinar Production is sized specifically for the seminar / talk format with a smaller production footprint. Pick Livestream when you want full-cast multi-camera coverage; Webinar when you want a dependable, more contained format.
